UK Plans to Establish International Advisory Group on Artificial Intelligence
In an effort to address the risks associated with artificial intelligence (AI), the UK government is set to announce the creation of an international advisory group at the upcoming UK AI summit. The goal is to promote understanding of the capabilities and risks of AI technology on a global scale. The proposed group would be loosely based on the UN Intergovernmental Panel on Climate Change. The advisory group, consisting of rotating academics and professionals with expertise in different geographical areas, would be responsible for producing an annual report on cutting-edge developments in AI. It is separate from a UK AI safety institute, which will evaluate national security risks associated with machine learning models. The formation of the safety institute is expected to be announced in the coming weeks. The discussions at the AI summit will explore the potential for international collaboration on frontier AI safety, including support for national and international frameworks.
Frontier AI refers to advanced forms of the technology, including large language models capable of generating human-like text, images, and code. It is utilized in products developed by major tech companies such as OpenAI and Google. In an article published in the Financial Times, a group of AI leaders and policy experts from the US called for the establishment of an independent, expert-led body to oversee AI development, inspired by the IPCC. This proposed International Panel on AI Safety (IPAIS) would serve as a repository for existing research and implementation, evaluating AI risks and future trajectories.
Deputy Prime Minister Oliver Dowden expressed confidence in the government’s “frontier AI” task force, which has received £100mn in funding and could evolve into a permanent institutional structure with international collaboration. The two-day UK AI summit, set to commence on November 1 at Bletchley Park, will bring together AI company executives, researchers, and government leaders. China and the US are among the countries expected to participate in setting out an international approach to AI governance. The summit’s agenda focuses on the potential threats to national security posed by AI, as well as the opportunities and challenges it presents in various sectors, including health, defense, and the economy.
